If you’re a Scotland resident struggling with high energy bills, you might wonder who qualifies for ECO4. The ECO4 scheme is part of the UK government’s efforts to enhance energy efficiency and could provide the help you need.

What is the ECO4 Scheme?

The Energy Company Obligation (ECO) scheme aims to cut carbon emissions and alleviate fuel poverty by funding energy efficiency improvements for low-income households. The latest phase, ECO4, continues through March 2026. It focuses on upgrading heating systems, improving insulation and installing renewable energy solutions.

Eligibility Criteria for ECO4

The EOC4 initiative primarily supports owner-occupied homes, private renters (with landlord permission) and inefficient social housing. To qualify, households typically need to receive certain government benefits. You may be eligible if you receive any of the following:

  • Income-based Jobseeker’s Allowance (JSA)

  • Income-related Employment and Support Allowance (ESA)

  • Universal Credit (UC)

  • Income Support (IS)

  • Working Tax Credit (WTC)

  • Child Tax Credit (CTC)

  • Housing Benefit

  • Pension Credit Savings

  • Pension Credit Guarantee

Qualifying Under LA Flex

Even if you don’t currently receive the above benefits, you might still qualify under the Local Authority Flexible Eligibility (LA Flex) scheme. This route allows local councils to recommend households that don’t meet the standard criteria but still need assistance.

The LA Flex route to funding has different eligibility criteria. First, households must have an annual income of less than £31,000. Applicants must also demonstrate that they have health problems worsened by cold environments. Examples include respiratory issues (including COPD and childhood asthma), cardiovascular problems, mobility issues and immune system disorders. Finally, residences must be in Energy Bands E to G and meet two of the following criteria:

  • The home is located in an LSOA 1-3 area.

  • The householder is at risk of living in a cold home as defined by NICE Guidance.

  • The householder receives a Council Tax rebate.

  • The householder is recommended under a local government programme assisting low-income and vulnerable families.

  • One or more residents are entitled to free school meals.

  • The household is in persistent debt on utility bills or mortgage payments and has been recommended for assistance by Citizens Advice, their energy supplier or their mortgage lender.

  • Insulation upgrades: The scheme prioritises improving roof, loft and exterior cavity wall insulation to retain heat better, reduce the need for excessive heating and lower energy bills.

  • Green heating systems: ECO4 supports installing renewable energy solutions like heat pumps and solar panels.
